If people so worrying about timezone problems - make timers to be negotiatable, so both defenders and attackers pick best time they can fight. Sounds silly but there is nothing better if you want to get over system in 2-3 blob fights only.
As many pointed out, we need more small/mid sized gang fights. But allowing shooting hub services makes fun only for attackers while defenders will only have boring duties for guarding/repairing. Do we need 0.0 roaming griefers like privateers in highsec?
Also dominion has real problem with grid load bug that basically allows attackers in earlier timezone to fill system's local and block any defender's attempt to enter system even (like it was in JC-). Let's face facts, the Eve had and will have lags until some kind of wonder would happen. So, you can't just invent system which should work perfectly without lags and blame other department that lags are their problem. Make lagproof system that doesn't end in blob fights.
My idea is make contest for system based on numbers of placed SBUs/TCUs. Attackers drop and defend as many SBUs as they can, defenders drop and defend as many TCUs as they can. These units shouldn't be allowed to place on grid with celestials/large objects/pos'es/gates/etc, they should have warp drive to warp around to random spots every 5-10 minutes (owner should have kind of interface to watch their locations and health) and have HP/regen rate at carrier's level. One who will have more SBUs/TCUs at end of pre-defined period (let's say, 2 days from moment of placing first SBU for system without HUB and 4 days for HUB system, with restriction of placing new SBUs/TCUs in last 24 hours) - wins the system.
This system will make small/mid-sized gangs fun for both defenders and attackers in all timezones. Both sides will have to probe enemy SBUs/TCUs, divide their fleets to attack many targets, coordinate activity to defend/repair their own unit, think about logistics (these units can be 30k m3, so only uncloaked industrials can carry them, or even 500k m3 to use freighters only), etc.

No, don't need any things on gates. This causes big blobs camping gates and no grid load for anyone who tries to come through gate (it was before dominion too, but after made so bad to impossible enter system at all).
